In order to aid law enforcement officers in identifying helmets that are in compliance, the National Highway Traffic Safety Administration
(NHTSA) is considering changes to the Federal Motor Vehicle Safety Standards and Regulations section 218 (FMVSS 218) for Department of Transportation (DOT) motorcycle helmet-labeling requirements.

Please indicate all of the following that will be helpful in identifying and citing a motorcyclist for using a non-DOT compliant helmet?

1. A DOT label/decal sealed under a clear coating instead
of current DOT sticker type label.

2. Uniform labeling on the outside of helmets with one or a
combination of:
a. Manufacturers name and model
designation.
b. Date of manufacturer.
c. A serial number.
d. Hologram design.
e. Manufacturers website to allow checking
compliance on the spot.

3. What other changes would help you identify non-compliant
helmets?

4. Please list advantages and/or disadvantages with the
changes suggested.

5. Do you anticipate any difficulties or problems with
these changes?

What is wrong with the helmet system now? if the helmet does not have half an inch of padding, then it is not DOT. That sounds a lot easier then all this crap that is going to make helmets cost more. Why are they trying to make it so much harder?
