What is that mounted on the frame? My first thought was oil cooler, but??????????????

It's a "Jay Leno" Chin.......

it's an electrical box off a dyna,contains all the relays, circuit breakers,flasher,spare set of plugs etc,battery is mounted in the chin fairing.
