First a disclaimer--- I DO NOT mean to offend but your question suggests that perhaps you are not very experienced so I might over-explain stuff, maybe even stuff you know already.. I've run many S&S carbs since the 70's so this is from my experience..
The first thing I would look for is intake leaks cuz you should not be even near an 82 main.. When I ran a Super B on my 93" shovel I jetted with a 31-33 intermediate and a 76 main.. I jetted the Super E that I ran for quite awhile with a 29.5 and a 72.. Do you know how to check for intake leaks.? If yes, check manifold intake seals and carb to manifold connection.. If not, I'll tell ya how.. BTW-- When I ran Super G in my 120" motor I only ran a 31 - 80 combo.. Oh yeah, something else--- the E has a 39.6mm venturi, that's the narrow section in the center where the main-jet discharge tube is.. 74" and 80" shovels don't flow quite enough to keep velocity high through that huge venturi until you get to higher RPM's, that also makes jetting a stock shovel difficult with an E and almost impossible with a B--- B's flow better, between the 2, B's are my favorite..!!
Shovels came stock with 36mm Bendix and Keihin,,, 38mm maybe too, memory is fuzzy on that at the moment..
If no leaks then it's probably simply the drags you're running.. You've probably heard and read countless times that drags will rob power.. Good at Wide-Open-Throttle ( WOT ) however.. And they make street jetting almost impossible, even S&S states that in their installation guide.. OK, so, get some kinda baffle in the pipes.. A pair of free-flowing muffs or baffles or even the old bolt and washer trick.. It's as old as the hills and it works, it's only a band-aid but you'll be glad you did.. Do you know the bolt and washer trick, if not I'll tell ya..
When you get this stuff done do a plug-test run,, do you know how, if not, I'll tell ya..
Before you do any jetting you should always be sure the timing is dead-on and finalized.. You can find my "no oil in the face" timing trick in the ignition section under the "eating plugs" thread, it's the last post with photos..
