I assume you're refering to places that take in your unchromed parts and give you core-credit for pre-chromed stuff. Which is just like any other business in that it ALL depends on WHO you're dealing with. There used to be a place near here that did excellent work and stood behind it. And,on the other hand I've gotten CRAP even bought "new",at other places. Tell us where you're near and maybe someone here, who's near you can refer a place they know and trust.
