Default Lowering FLHRS w/ 21"F/18"R

Hey guys, I could use some advice.

First a general question...what are the pros/cons of a "lowering kit" (uses the existing shocks) vs. changing to shorter shocks. Seems like you'd have more spring to compress with the longer, existing shocks, but I've seen some comments that claim the only way to lower a bike "correctly" is with new shocks.

Now to my specific quest...I have a 2007 FLHRS Road King Custom with 21" front and 18" rear PM wheels. I love the look and have no issues with handling. But I'd like to lower the bike to get a lower center of gravity (and an even better look). Compared to the stock 16" wheels, I'm 2.5" high in the front and 1" high in the rear.

My thought was to go with new shocks (Progressive 440 or 430) to lower it 1" in the back, and a fork lowering kit for a 2" lower front. I spoke with someone at Progressive and they told me that the FLHRS is already lowered in its stock configuration (presumably vs. the other Road Kings), and hence I couldn't go any lower than 1" in the front and rear.

In the July 2008 edition of Hot Bike Baggers (sorry AIM, you're still my favorite), there's an article on "properly lowering an FL". The RK in the article also had 21"F/18"R wheels and the work was done by Progressive. They went with 1" lower 430 shocks in the back and a 2" drop kit for the fork. Only difference from what I have is it wasn't a RK Custom.

So what's my best option? Given the bike is 2.5" higher in the front and 1" higher in the back vs. stock, isn't there any way to bring it back down that much? Would I see a difference if it was lowered only 1" front and back? Will this be an improvement in ride quality and handling vs. the stock suspension?
