It could be any number of things.First,I would eliminate the simple stuff,do a load test on your battery & clean the connections. After the battery remove the green wire from the spade terminal on the starter & with a GOOD voltmeter set on DCV check to make sure the voltage at the green wire is within 1 volt of battery voltage when the start button is pressed. Also check the connection between the inner primary & the frame. If all the electrical items check good you may have a binding problem on your starter shaft, most often caused by aftermarket (Taiwan) primaries (inner or outer) If the covers are both stock, experience & instinct tell me you have a ground problem,it may even be that the replacement starter is bad. There is an old saying known to seasoned wrenches:"New don't always mean good"Good luck.

Thanks for the reply.I have replaced all cables, even put an extra one from frame ground to lower ground .this is the third starter, this is the only one yhay would start.the starter is made by All Balls.it is 1.4kw.battery is a big bore 350cca.cables are new, brushed,as i work in the electrical industry,i am very picky on connections,i am wondering if this is an alignment prob, but, the bike started great at least 12 times.........can't figure this out.primaries are harley,i only changed starter because old one was loosing its punch.i appreciate your reply, and i don't mind taking it back apart,i love to wrench,it's not as fun though when it's your toy.

I went back into the inner and outer primaries.....i think that the jackshaft bushings are bad, yhey look scarred....i guess that's where my binding is coming from...does that sound right ?
